Real-time data exchange between utility companies has become essential for operating interconnected systems in most parts of the world. The development of electricity markets, for example, has resulted in power grids being managed through a functional hierarchy distributed across the boundaries of commercial entities. At the top level, there is usually a system operator responsible for dispatch coordination and overall system security. Beneath this level are regional transmission system operators, distribution system operators, and interconnected power plants.

Continental power grids are now highly interconnected across international borders. The Telecontrol Application Service Element 2 (TASE.2) protocol is used to connect various control centers. It enables the exchange of real-time and historical energy system data, including status and control information, measurements, planning data, energy billing data, and operator messages. TASE.2 is also known as ICCP (Inter-Control Center Communications Protocol) and IEC 60870-6, the international standard under which TASE.2 is defined. The protocol was originally developed under the leadership of the Electric Power Research Institute (EPRI) in the United States and has since become established worldwide as a vendor-neutral interface.

TASE.2 has been an international standard under IEC 60870-6 since the end of 1997. In Europe, the use of the TASE.2 protocol is precisely specified by two organizations: the European Network of Transmission System Operators for Electricity (ENTSO-E) and the European Network of Transmission System Operators for Gas (ENTSOG). With the rapid growth of wind and solar farms, heat pumps, combined heat and power plants, and smart grids, the importance of systems supporting the TASE.2 protocol has increased significantly.

IESOFT and SISCO products for the IEC 61850 standard

With increasing digitalization, previously isolated systems are becoming interconnected across large geographic areas, sometimes even beyond national borders. For this interconnection to function effectively, these systems must speak a common language. In practice, this means replacing manufacturer- or application-specific communication protocols with a standardized communication protocol. Another key requirement is that the protocol be open, ensuring that no potential communication partners are excluded.

For the generation and distribution of electrical energy, the IEC 61850 standard already defines such a communication protocol. Originally developed for substation automation, the standard was intentionally designed as an open standard — freely accessible, non-proprietary, manufacturer-independent, and not limited to a single application. As a result, IEC 61850 is suitable not only for the interregional networking of energy systems, but also for many other application areas. The standard can easily be extended with additional data models, enabling its use in areas beyond energy systems, such as building automation or, as has already been successfully implemented, road tunnel automation. Today, standards for other application domains already reference IEC 61850 and define corresponding data models, such as IEC 61400-25 for communication with wind turbines. This makes it possible to integrate systems from different application areas into a single, unified infrastructure. The data generated within such systems can therefore be transmitted, processed, and evaluated in a consistent manner. If required, control operations can also be performed centrally via this communication standard.

The IEC 61850 standard series also defines compliance criteria that allow manufacturers of devices and applications using the standard to have their products tested for interoperability and conformity. This helps ensure reliable communication even in heterogeneous environments, as is typical in the large-scale interconnection of previously isolated and independent systems. Certification for compliance with the standard is carried out by test laboratories accredited by the responsible organization, UCAIug.

IEC 61850 Server Simulator from IESOFT

The IED simulator from IESOFT enables the simulation of up to 250 IEC 61850 server devices on a single computer. The server data model for each simulated device is defined using a separate SCL configuration file. Supported services include reporting, logging, GOOSE, dynamic datasets, control commands, file transfer, and selected tracking services.

The simulator includes 30 authentic SCL configuration files from renowned IED manufacturers and is also compatible with any standards-compliant SCL file. It can simulate numerous SCL files using one or more network interfaces. The integrated process simulation provides 14 different simulation modes.
