
What is ICCP / TASE.2?
ICCP (TASE.2, IEC 60870-6) is the protocol for exchanging data between control centers. We explain its purpose, technology (MMS) and Secure ICCP.

ICCP (Inter-Control Center Communications Protocol) is the standard protocol for exchanging data between control centers in the power industry. Formally, it is defined in the IEC 60870-6 standard as TASE.2 (Telecontrol Application Service Element 2) – but in practice almost everyone says „ICCP". Both terms mean the same thing.
What is ICCP / TASE.2 used for?
ICCP does not connect substations or field devices, but control centers with one another – for example a grid operator’s center with those of neighboring utilities, regional transmission operators (e.g. ISO/RTO), power plants or independent power producers. Over LAN and WAN, it exchanges real-time and historical data between control centers.
ICCP or TASE.2 – how are they related?
Both names refer to the same protocol: „TASE.2" is the formal standard name within the IEC 60870-6 series, while „ICCP" is the name commonly used in practice. If someone says ICCP, they mean TASE.2 – and vice versa.
How does ICCP work technically?
ICCP is based on the Manufacturing Message Specification (MMS) and follows a client-server model at the application layer (layer 7 of the OSI model). Its functionality is organized into so-called conformance blocks – a device supports the blocks it needs for its task, for example measured values, device operations or scheduling data.
What data is exchanged via ICCP?
- Status and state information (e.g. breaker positions)
- Analog measured values such as active power, voltage or frequency
- Scheduling and planning data
- Operating and control commands between control centers
- Historical data and events
How secure is ICCP? (Secure ICCP and IEC 62351)
The original ICCP was not designed with cybersecurity in mind. To protect critical infrastructure, „Secure ICCP" adds authentication and encryption to the protocol – typically via TLS in line with the IEC 62351 series.
